Levelbuilder pulled in changes in #24730 that reintroduced changes that had been reverted in #24725 earlier today.
We can't figure out why this happened yet, but while we're investigating I cherry-picked the original revert commit (SHA
89ddf77000e9118515c6673e575b217cd2705f33) and applied it to a new branch to unblock DTP.
