- Add static_models overlay to CSV-derived Pegasus database tables. - Provide an in-memory cache instance via `CDO.cache`. - Wrap `DB` queries to static database tables with CDO.cache fetches. - Add `CacheMethod` module refinement for easy memoization of methods with arguments. - Add assertion in test_render_pegasus_documents ensuring zero uncached DB queries. - lazy-load `cdo_languages` table in `Languages` class. - Modify a few queries in Pegasus documents to use static tables. - also ensure zero DASHBOARD_DB queries in pegasus documents.
These particularly exercise the logic to determine the current state for applications.
