Part of the dev-prod-sprint testing improvements goal to remove skip tags.
After discussion in dashboard-dev slack channel, removing the local_only tag as it contradicts our policy for automatedly running tests.
The block_validation test was only running locally and commented out with reference to a bug tracker we can no longer access, so removing the test and accompanying step definitions without affecting our test coverage.
