Will gave me the okay to merge this during standup - It won't be used in our infrastructure for a while, for now it's just to give us a base to work on for investigating CI solutions, and to have people start trying it out for local development. |

I was thinking we could get an early version of this merged into staging so we could have some volunteers try it out. Open to other suggestions.
