Adds new table tracking historical user_school_info to Redshift replication. @wjordan I can't remember the process for getting this change active, I believe there was a manual step involved?

Changes identified by bundle exec rake stack:data:validate:

$ RAILS_ENV=production bundle exec rake stack:data:validate
Data layer including RedShift cluster configuration and synchronization with RDS instance.
Listing changes to existing stack `DATA-production`:
Modify DMSCronUserHierarchyPii [AWS::DMS::ReplicationTask] Properties Replacement: Conditional (TableMappings)
