Add jotform ids to adhoc and dev environment settings

Continue from #30364 which update JotForm ids in production, this PR adds updated JotForm ids to adhoc and development environment settings.

This will allows us not to have manually add those ids to locals.yml on dev machine and globals.yml on adhoc machine. It also keeps them consistent across environments.

I do not update settings on staging and test because we don't run manual tests on those environments.
