Note that skipping the applying chef profile step will stop any chef-derived updates from happening on any daemon servers (like changes to chef attributes [such as secrets that haven't been fully migrated to secrets manager], that we want the application to load). These changes might be rare enough, but it also should be simple enough to change this PR to still invoke chef-client but skip the rest of the 'Updating Chef cookbooks' logic in this task.
