It's not clear to me there's an actual problem yet, though there may be an issue with how our package.rake code works with this scenario. Merging so I can debug on staging while there's not much activity. |

Reapplies #34602 by reverting #34768. This change drops support for running our JavaScript tests in the PhantomJS browser.
