Add a short url to redirect to the international pd opt-in form

will add a redirect from code.org/globalpd to studio.code.org/pd/international_workshop

The latter is the URL where we host the opt-in form for international PD, but we've had a reported issue in which some PD sessions have difficulty sending the link to everyone, so they end up asking everyone in the session to type in in manually. So, we wanted to give them something easier to type in
