Restore homepage header color, and update regular logo to SVG on both pegasus and dashboard. Followup to #35100

This restores the advocacy.code.org logo, regressed in #36115.

Followup to #35100. After having success with an SVG-based inverse logo in that PR, this change expands usage of SVG. It improves readability of the logo significantly on a non-retina display:
