Disable update_census_mapbox in preparation for HOC

This cronjob generates the map at https://code.org/yourschool. By turning off this job, this map image will become stale, but shouldn't stop working. We will need to remember to turn this job back on after HOC -- I created a task for us to come back to this.

This job is fairly intensive, iterating through all 140,000+ schools we have in our database, so this is a good candidate to turn off for the next month or so.
