build commit,report and upload args based on codecovcli

This PR follows the pattern of creating args for different commands. It doesn't call these commands yet, as I want to make PRs small enough to review
The python uploader or the codecovcli has 3 commands in order to fully upload a report
create-commit: saves commit information in the db
create-report: saves report information into the db
do-upload: this does some magic stuff that collects the coverage files and uploads them to codecov
