- Removes where experiment groups are set. We don't need this feature
- Removes unnecessary migrations - we will not have an RPA bot.
- Fixes wicLinks.html file -- it was submitting the submission, where it should not have been. This caused the flow to do something the testing didn't expect.
Removes where expirment groups are set.
Removes experiment group check.
This caused the submission to get locked and the tests to fail.
