Hide articles with only 1 reply request & its reason is too short

Problem:
Reply request reasons blocks users from sending messages in time

Solution:
隱藏只送一次且沒填寫理由的訊息

we are going to allow users to submit without reason, but we will raise a flag with articles with

• only 1 reply request, and
• the only reply request has no reason or reason too short

ListArticle will not list such article without special flags.
