Thanks for that! The comments I left are not really to suggest changes, but for me to better understand the system. Let's discuss them synchronously. I just dropped them here to have a written trace that I don't forget ;-)

message to that peer, using the `Peer.Send()` method
(which is blocking, as detailed in [Send Methods](#send-methods)).
The result of each unicast send operation (success or failure) is added to the
returned channel, which is closed when all operations are completed.

No. Essentially, the only point is to know how many sends have failed.

No, all the calls in Consensus, State Sync, and Block Sync reactors ignore the return value.

Highlighted this information (no one is using this returning value) in the document.

At the moment, it is up to the consensus reactor to vet a peer.
A peer is marked as good when the consensus protocol receives
`votesToContributeToBecomeGoodPeer = 10000` useful votes or
`blocksToContributeToBecomeGoodPeer = 10000` useful block parts from that peer.

Does the counter decay with time, or is it a matter of time for any non byzantine node to be marked as good?

No, this value is a constant. Byzantine nodes will be marked good when they behave like benign processes.

The point here is that actually good peers will me marked as good periodically, so that they will stay on the set of "good" peers. There number of peers with this state is limited. If a peer is not marked as good (again) for a while (unfortunately, looooong while), it loses this status.

I don't mean the values of votesToContributeToBecomeGoodPeer and blocksToContributeToBecomeGoodPeer but the counters used to track if the peers have reached these values. But the fact that

The number of peers with this state is limited.

would have a somewhat similar effect.
Maybe a better approach to the future would be to normalize the "points" gathered by each node and use the normalized points to fill the "good peer" slots.

Ah, I see. The counters are not reset or amortized time-to-time in order to decay. But, remember, this is a decision or part of the consensus reactor implementation.

The `NumPeers()` method returns the current number of connected peers,
distinguished between `outbound` and `inbound` peers.

Yes and no, that's why I've added the link.

Methods are available when the instance is first "delivered" to the reactor via InitPeer(Peer). The sending methods, however, should only be used (are only functional) once AddPeer(Peer) is called.

Similar to @josef-widder 's comment above, do we want to keep this method moving forward? (it seems to enable implicit assumptions on the reactors registered, thus hindering modularity)

I see you're explaining further below that its usage is discouraged. I think an output of all these spec-related PRs could a list of things we don't like, which can then be turned into a tracking issue that we can prioritize and plan as tech-debt.

An `outbound` peer is a peer the node has dialed to, while an `inbound` peer is
a peer the node has accepted a connection from.
The third field `dialing` reports the number of peers to which the node is
currently attempting to connect, so not (yet) connected peers.

The PEX reactor uses this field, the others don't. The PEX reactor is a really different component, that in the current version is literally part of the p2p layer.

We should really try to find a place for the PEX reactor. In some sense it is a reactor, in some sense it is part of p2p. I think this kind of questions all come from the way PEX is situated.

I see. This is one of the first things we will need to fix in the p2p layer when we tackle it. My high-level understanding is that the PEX "reactor" should be using a different interface than the rest, so as not to "pollute" the reactor interface with things that only make sense for PEX.

I really like this figure. Minor suggestions:

  • Remove "commands" or make it a direct reference to the Switch API table.
  • Depending on the way you go on the previous one, add a reference to the Peer API table.
  • Move Network to outside of P2P Layer

1. Concurrency: the implementation should consider concurrent invocations of
the `Receive` method carrying messages from different peers, as the
interaction with different peers is independent and messages can be received in parallel.
1. Non-blocking: the implementation of the `Receive` method is expected not to block,

I don't think "non-blocking" is the right term here, as the function is blocking, be it quick or not.
Not sure what a better term would be. "Does not block indefinitely", maybe?

Can we add a short sentence about the concurrency here? As far as I understand there are concurrent threads in the reactors and the p2p (for each connection). From these threads the arrows depict functions that are called on the other side of the interface.

For instance, the following grammar only represents the management of _a single peer_,
namely of a peer with a given ID which can connect, disconnect, and reconnect
multiple times to the node.

Some comments for p2p-api.md. I think this wraps up my review of this PR. It contains a lot of useful information. Thanks!

Comment on lines +114 to +144
The `StopPeerForError()` method has an important *caveat*: if the peer to be
stopped is configured as a _persistent peer_, the switch will attempt
reconnecting to that same peer.
While this behaviour makes sense when the method is invoked by other components
of the p2p layer (e.g., in the case of communication errors), it does not make
sense when it is invoked by a reactor.

I guess reconnection might also happen as a result of PEX querying seed nodes for peer addresses, that is, the peer is not put on a "blocked list" for the future, but just removed at this moment. If this is true, perhaps we can add a sentence about that here.

Comment on lines +164 to +197
The above list is not exhaustive as it does not include all the `Peer` methods
invoked by the PEX reactor, a special component that should be considered part
of the p2p layer. This document does not cover the operation of the PEX reactor
as a connection manager.

Does it then make sense to have the PEX column here?
