I am not sure cabal-install-3.10.2 will get a revision, but moving to 3.10.3 would fix this.

Oh, we cannot move to 3.10.3 as we're using the one shipped with GHC. We'll need to first switch to a new GHC for nightly

If that's critical important, I hope we can make the proper revision of cabal-install-3.10.2.1 (or does it need to be cabal-install-3.10.2.0). @mihaimaruseac: is it?
