Add recipe for artery-font-format

artery-font-format/1.0 from https://github.com/Chlumsky/artery-font-format

The library is not versioned so I went with 1.0.
I would like to add this recipe to be able to later add a recipe for msdf-atlas-gen, as it has this library as a submodule. The other submodule, mdsfgen, already has a recipe.
I am not the author of these libraries but the author already gave his agreement on integrating conan packaging as long as it's not too intrusive (cf. Chlumsky/msdf-atlas-gen#23).
