So we have left the linter inside conda-smithy. However, it is arguably an orthogonal tool as linting really has nothing to do with feedstock creation and maintenance. This has come up before.
Of late several changes have come into the linter where I have felt the need to release them, but it has also meant releasing a copy of conda-smithy, which is arguably no different. In some cases, I have debated reverting conda-smithy changes so as to not get a bunch of trivial whitespace PRs, but still get the new linter changes out.
As a consequence of these discussions and release patterns, I think it is worthwhile to make this a formal issue and plan the breaking out of the linter in a clean manner.
