Windows builds fail in testing because neither conda-forge nor defaults build torchvision for win-64 platform. However, the pytorch channel does. It could be included as a source in conda-forge.yaml, which should let the Windows builds pass.

This was rolled back due to a Conda Forge policy against including the pytorch channel. Seems like we'll be keeping an eye on conda-forge/torchvision-feedstock#23.
