The plac @flg decorator is only supported from place version 1.2.0. In some entangled environments, an old version of place is installed (for example: snakemake/snakemake#2276)

Checklist

  • Used a personal fork of the feedstock to propose changes
  • Bumped the build number (if the version is unchanged)
  • Reset the build number to 0 (if the version changed)
  • Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
  • Ensured the license file is being packaged.

Update plac version to be at least 1.40, since plac<1.39 does not support python 3.12.
