Just want to note that the ideal situation here for us is to implement #6418. But in lieu of that more extensive work, this error message is the best we're going to get.

LGTM. If we find many causes of this occuring it might be worth adding text to the error message with a recommendation on how to fix a corrupt environment.

I had this same problem while connected to a VPN. I disconnected from VPN and the conda install worked perfectly.

Same problem. Just downloaded Anaconda3 from the website, installed on a Windows 10 Pro. First run, and it's giving me this error... Browsing stackoverflow gives vaguely related issues but from 3 years ago, and those solutions like setting conda config --get ssl_verify don't work.
