Is your feature request related to a problem? Please describe.
Since the following PRs have been merged:

  1. Artifact build for boot-image-se
  1. Stabilise the GHA workflow

We've received a payload image that once again includes kata-qemu-se runtime. It looks like it is time to reintegrate the runtime that we previously removed.
