confluent start kafka should not start Confluent Control Center

When running Confluent Enterprise 4.1:

$ confluent start kafka

Results in:

Starting zookeeper
zookeeper is [UP]
Starting kafka
kafka is [UP]
Cannot start Control-Center, Kafka Connect is not running. Check your deployment

I would think “confluent start” should start everything including C3 but “confluent start kafka” would only start zookeeper and kafka
