Move Documentation to consul/docs and reference it #1861

What

We need a single source of documentation, and right now thats ongoing at:

Repo: https://github.com/consul/docs

How

Moving to that repo CUSTOMIZE files contents, as well as tecnical sections of both README files and doc's dev_setup_* installation guides.

Everything is already there.

Test

No need

Deployment

No deployment needed, just merge to update README files

Warnings

Still pending to move and translate https://github.com/consul/consul/blob/master/doc/README.md
