Adds more consistency on design 馃寛
How
Fixes styles on admin legislation processes subnav (This one was a little different)
Adds missing icons on admin menu (Now is complete! Yay!)
Replaces polls and budgets help icons to add consistency (same icons for front and admin views)
Removes unnecessary helper for welcome page (a little cleaning)
Improves admin tags layout.
Improves layout and unifies design of admin moderated content (this sections are now more consistency)
