Drop networkd section from spec 3.0 #638

If the outcome of coreos/fedora-coreos-tracker#24 is to move away from networkd, we should consider dropping the networkd section from spec 3.0.

Even if we keep networkd, we should consider dropping the section. networkd is not as widespread as systemd among Linux distros, and everything the section does can be accomplished with the files section.

Let's plan to go ahead and do this.
