Similar to #9596, we should upstream regen-network#42 which enables support for permanent locked vesting accounts.

This feature is used by Regen Network for creating special classes of tokens that can only be used for staking (not transferring). Staking rewards are liquid, but the principle funds are only usable as governance tokens.
