a solid 1/3 of my PRs start with localnet failing for reasons unknown. None of these PRs touch the code, so something is broken somewhere

I was also experiencing this error on #3069

From @jackzampolin :

So the sdk.DefaultChainID function was broken which caused the genesis file not found error. This was recently changed on develop so I've merged that in and should fix the issue.

Going to close this issue as we found the root cause and fixed.
