This doesn't allow the mock module to be used as a base application for different middleware stack (ica stack, fee stack, etc) I broke the API because I think it is cleaner. Right now we have a ci job called automated-tests that runs integration tests for ICS.
It also runs the unit tests, and failed unit tests will block the integration tests from running.
I recommend that we merge this:
And also remove the unit tests from the automated-tests workflow so that integration tests will run regardless.
