Revert "progress: CURL_DISABLE_PROGRESS_METER"

This reverts commit 3b06e68.

Clearly this change wasn't good enough as it broke CURLOPT_LOW_SPEED_LIMIT +
CURLOPT_LOW_SPEED_TIME

Fixes #3927
