Dupes helper does not appear on the duplicate selection.

Even when I have the dupe helper enabled, and questions added, the dupe helper doesn't show up in the duplicate question selection popup.

Overall, I believe the dupe helper can be greatly improved, it looks very improvised and half-made.

I propose that 0.20.0 is released without the dupes helper functionality, while it is reworked. It has not been implemented at all in FF yet.

Anyone for whom this will cause a problem can continue to use an earlier version, since 0.20 does not represent a new feature release apart from minor improvements.

Thoughts please...

Also might be a good time to look again into having a central repo of dupes.

The central dupes repo is related to #55 I feel, as all centralised services should be brought under the same umbrella.

As such I have provisionally scheduled this for 0.21.x
