Содержимое папки Upload загрузить в корень вашего сайта, где находится WebMCR Reloaded
Перейти по ссылке вашсайт.ком/?mode=banlist
Вы можете использовать другой плагин банов, в \configs\modules\banlist.php вы можете настроить таблицы под другой плагин.

Upload the content of the Upload folder to the root folder of your site where WebMCR Reloaded is located.
Go to yoursite.com/?mode=banlist
