Simple access actions

User feedback gave a lot of suggestions on how to proceed with the UX of PLM Companion plugin. Here is one of it, Actions / Action Group added to Navigation bar next to Run/Edit Configurations section.
To the navigation bar by default custom action group is added which serves two purposes:
- Quick access to commonly used actions (start/stop/restart/xconf) (description available in Command Execution)
- Direct presentation of availability of configured system (icon description is available in Website Availability Scanning)
