not possible in the web, at least for basic members and builders. but i was able to flag a pending post through api post #1396914

I've realized later than I should have that outright preventing flags from being created for pending posts causes two issues:

Unapproved in three days posts will not have a flag generated. Unapproved in 3 days posts have no deletion reason #1493
Pending posts cannot be manually deleted. Pending posts cannot be manually deleted #1553

So a better fix for this is needed, which only prevents flagging without deletion, but leaves deletion intact.
