Project notifications

As with committer notifications in issue #34, add global notification email address option to phpci.yml.

What are everyone's thoughts on using the library swiftmailer (http://swiftmailer.org/) to handle this (and #34)? Also I assume it makes sense to add this as a plugin so that emails can be intentionally triggered/customised by the build.

I should have some time this weekend/next week to a take a first stab at this unless anyone else is especially keen.

As long as the library is relatively lightweight and regularly updated, it sounds good to me. 👍

Hey @meadsteve - Do you have any plans to expand on this from PR #80 or is this complete now? :)

I think this can be considered completed by #80 but I still have some related work to do for #34 (I've been a bit slack with all the nice weather in the UK over the last month!!)
