It should probably go here, among other places:
Ch. 10.13.4:
A function expression invocation i has the form ef (a1, ... , an; xn+1 : an+1, ... , xn+k : an+k), where ef is an expression. If ef is an identifier id, then id must necessarily denote a local function, a library function, a library or static getter or a variable as described above, or i is not considered a function expression invocation.

As for the actual question, what should be expected? Well, if it isn't a function expression invocation, it is covered by another section of the spec, that's all. So I don't know what the supposed bug is.

I guess my wish was that all alternatives be specified explicitly.
If it's an expression of the form id(...) where id is a visible identifier, then it's either a function expression invocation, a method invocation, or a compile-time error (now that the aforementioned exception is gone)?
