Analysis Server doesn't provide 'overrides' information for Dart in HTML #24402

Although client subscribes to "OVERRIDES" for both Dart and HTML files it receives notifications (com.google.dart.server.AnalysisServerListenerAdapter#computedOverrides) for Dart files only.
