  1. only check for overtime/oversize threshold when opening a folder
  2. adjust oversize to handle larger directories such as "pub"

Increase scan threshold to 20Meg

Removed Type-Defect, Priority-Medium labels.
Added Type-Enhancement, Priority-High, Triaged labels.
