fix: static quorum type in tenderdash config

quorum_type should be set from config

What was done?

• set quorum_type from config
• remove obsolete llmq_type_used
• update tenderdash to working version

How Has This Been Tested?

• Tested working against tenderdash 0.4.2

Breaking Changes

Seems to break tenderdash 0.4.1, fixed in tenderdash 0.4.2
