ACK as we did this in DarkSilk under our test network for the exact same reasons, spam prevention. Ours is in fact is 20DSLK for a proposal as opposed to 5DASH. Maybe increase it some more. |

This restores the 12.0 5 Dash fee for budget proposal creation in order to reduce the risk of spam attacks on the governance system.
