Fixes Project's test are failing - help to debug greatly appreciated #709 to a large extent, but does it by introducing a workaround tracked in Unpin setuptools in dask-gateway-server's build environment #740. What remains to be fixed is something I intend to fix in Require py39, k8s 1.24, use golang 1.21, update traefik from v2.9 to v2.10 #739 by dropping Python 3.8 support.

I also removed a try block, as we now declare wheel explicitly as a build env dependency via pyproject.toml
