Due to bugs and lack of some features in UCX older than 1.11.1, UCX-Py dropped support for those versions in rapidsai/ucx-py#829, Dask-CUDA has already taken the same step in rapidsai/dask-cuda#830 .
This PR removes compatibility code to reflect that change.
