Ruby 3.0 EOL: 2024-03-31
Maybe just drop 2.5, 2.6, and 2.7.

Skip Ruby head on CI (ubuntu and macos)

These aren't passing because `mutex_m` is no longer included by default
in Ruby's standard library. Need to upgrade `minitest` to get it to
work, but can't do that yet because the new version doesn't support Ruby
2.5.

Drop Ruby 2.5 and 2.6 support

They're EOL. So are 2.7 and 3.0, but I want to leave a 2.x just in case
someone is lagging.
