A package that can be added to blazor hosting applications, so that they can get at the IFileProvider to a blazor client app and integrate those files into NetPack processing pipelines.

Plus a blazor client component library package, containing a BrowserReload component. This component can be included in blazor client applications, and will force a page reload when signalled via the NetPack BrowserReload hosted service.
