Version 11.0.0 of UAX #29 grapheme cluster and word segmentation use a property that is not part of the ucd or available as xml files. The UTC responded to a request that "it recognizes the problem and is anticipating a transition".

Due to lack of dev ressources for special casing the pipeline for this property and as a temprorary measure uuseg v11.0.0 keeps the v10.0.0 GB10, GB11, WB3c and WB14 rules.

The UTC responded to a request that "it recognizes the problem and is anticipating a transition".

The "transition" didn't make it for 12.0.0

This has been solved for 13.0.0.
