Final Deprecation Release

Final release before archiving this repository, trying to get PyPi to show the deprecation messages in the readme and when cadquery is imported in Python.

CI was unmaintained and caused issues, so trying this again.

This release is an attempt to publish to all sources that CadQuery 1.x should not be used for new projects. Instead CadQuery 2.x should be used.
