Implement platform::ui to allow for creation of the GL contexts and such.

Completed WITH Direct3D 12 rendering, including support for ColorBuffer, ScanBuffer's and GX2ClearBufferEx, GX2CopyColorBufferToScanBuffer and GX2SwapScanBuffers.
