The getblockheader RPC needs to be updated for Decred #167

Pull Request #166 syncs in upstream support for the getblockheader RPC, however it does not contain the additional fields exposed by the new header format in Decred since it's just syncing from upstream.

As the title indicates, the RPC result structure and code needs to be updated to include the new fields unique to Decred.
