This modifies some recently-updated modules to use a valid prerelease version so they can be used in require statements in consumer code that is also under development. The updated direct dependencies are as follows: - github.com/decred/dcrd/chaincfg/v3@v3.0.0-20200214194519-928737b3e580 - github.com/decred/dcrd/dcrec/secp256k1/v3@v3.0.0-20200214194519-928737b3e580
