This adds the "spv" mode to the node config, with an appropriate backend for itests. This mode is only supported on remote wallets for the moment.
Additional fixes are needed for these particular tests so disable them and open specific issues to track their progress.

nodeconfig choice that allows running dcrlnd in SPV mode. For the moment, only remote wallets are supported.
